TOSS allows you to throw an object to another person for them to CATCH. They may however choose to either CATCH, DECLINE, or IGNORE the toss.
Usage
TOSS <object> to <person>
You pull back an arm and prepare to toss <object> to <person>.
If the target CATCHes it:
<Person> faces you and prepares to catch <object>.
You toss <object> to <person>.
If the target DECLINEs or IGNOREs it:
<Person> ignores your toss, and so <object> bonks off <them> and falls nearby.
Notes
The target has a few seconds to respond to the toss, after which time it is treated as if they had IGNOREd it.
